Most of the time, from what I've seen, if a person has video on but not audio, it is because the audio introduces problems - either conflicts within their PC that causes the browser to lock up and crash, or trying to do both audio and video introduces enough lag that it completely ruins the experience for the cammer.

Another thing to consider - a lot of women just aren't moaners or screamers. Just because they can play on cam like porn stars doesn't mean that they can (or even want to) sound like porn stars. More gasps and sighs than oohs and aahs, if ya get me.
